E. Provide Technical Assistance, Counseling and Business Incubation Services to the Community

Support Congressional re-authorization of the Procurement and Technical Assistance Program for FY09 and renew MAEDC’s contract with the Big Sky Economic Development Authority for the PTAC Sub-Center by October 1, 2008.
E.2 - Provide PTAC services to 350 active clients in 2008 and sponsor ten training conferences in the Missoula PTAC region. By hosting the PTAX Sub-Center, assist with achievement of the following national goals for the PTAC Program:

Maximize support for the war fighter by improving supplier accessibility and supply chain management.

Support overall national security by ensuring a broad base of capable suppliers for the defense industry and other agencies, enhancing competition and ensuring that government agencies realize the best value for their procurement dollars.

Improve local economies by helping US businesses successfully compete for government contracts, thereby creating and retaining jobs and brining other economic benefits to state and local communities.

Support government agency efforts to meet their mandated small business goals for contracting dollars.

Through a contract with the MonTEC Board of Directors, manage the business incubation facility and achieve an average occupancy rate of 80% in 2008.
E.4 - Re-finance of MonTEC’s bank debt by using a tax-exempt mortgage or bond, or other suitable funding sources, with the result of reducing annual debt service requirements.
E.5 - Establish an “affiliate” membership program for MonTEC.
E.6 - Develop a “shared executive” program for MonTEC tenants and establish a legal assistance program for MonTEC in partnership with The University of Montana.
E.7 - Submit required application material and related documents to secure funding from a Congressional earmark appropriation in the amount of $198,000, which will be used to furnish a lab in MonTEC for bio-tech companies.
E.8 - Upgrade MonTEC’s telecommunications infrastructure by replacing T-1 lines with fiber connectivity and installing a VOIP system for use by MonTEC management and tenants.
E.9 - Develop partnership agreements with The University of Montana to improve MonTEC security and emergency response, and reduce costs where possible through more effective facility maintenance procedures.
E.10 - Develop a cost estimate and plan for installation of a back-up generator for the MonTEC facility.
E.11 - Evaluate the cost effectiveness of the alternate energy systems currently serving the MonTEC facility and use that data to recommend strategies that will reduce operating costs.
